I don’t see option to send personal messages to other forum members.
It will be nice if we have this.
I think that if your forum account level is high enough, you unlock the personal message feature. You can try clicking on a person’s profile picture or profile and see if there’s an option to ‘Message’ someone. 
Edit: Just checked. You’ll need forum account level “Basic” to have the ability to send personal messages to people
